Nixon taps 'strong team' for his Cabinet

JEFFERSON CITY  • They came from high-powered careers in places as varied as the U.S. Secret Service, a Swiss reinsurance company and Yale Law School.

They masterminded the biggest business deals in St. Louis, ran every prison in the state and led one of the largest Catholic health care systems in the country.

They are Missouri Gov. Jay Nixon's top advisers, the 11 people he has picked for his Cabinet. He promised to search outside normal political channels for talent, and the results indicate he did.

Some appointees have spent their careers in state government while others have worked only in the private sector. Some have political backgrounds while others have never attended a political fundraiser.

Overall, the Republican-led Senate has praised the team assembled by the new Democratic governor.

"It's a strong group of people," said Senate Majority Leader Kevin Engler, R-Farmington. His only complaint: Six of the 11 are lawyers. "I don't know that attorneys should be in charge of everything," Engler said.

Nixon is an attorney who came to the governor's office after 16 years as Missouri's attorney general, so it's not surprising that he chose a number of lawyers.

Nixon's team is fairly homogenous in other ways. Most of his appointees are white men. Only three of the 11 are women. One member is African-American. One has Hispanic roots.

While some are newcomers, others are old hands. The Cabinet member with the longest track record with Nixon is longtime deputy attorney general Karen King Mitchell of Columbia, Mo.

Mitchell now heads the Department of Revenue, where her first job is sweeping patronage out the door. She is taking competitive bids to run the fee offices that issue drivers licenses and license plates.

At the other end of the spectrum of familiarity is John M. Britt, picked by Nixon to head the Department of Public Safety. Britt and Nixon had never met until last year when Nixon's transition team recruited Britt. He was vacationing in California at the time.

"I thought, 'I've got nothing to lose,'" Britt recalls.

He had just retired after heading global security for Anheuser-Busch Cos. Before that he worked for the U.S. Secret Service, including a stint as special agent in charge of the St. Louis division. His first job was as a police officer in University City.

Engler, the Senate leader, calls Britt "real sharp, a cop's cop. It wasn't like this was some crony who gave some money" to Nixon's campaign.
